Some Amsterdam Coffee Shops have been offering various devices for some
time 
now, the bong (water pipe/hookah) being the most common but also various 
va****isers as well.  Small pipes are also a good way to smoke pure
hash/weed 
where enough is put in the pipe for a few drags only.  As already
mentioned, 
small one skinners of pure grass has long been the way in the USA although

some of the weed in Amsterdam is so strong that one good drag would be 
enough to send you sideways!

I have heard some concern that Cannabis smoke is carcinogenic and it's
quite 
normal for coffee shops to be very smoky places so I'm thinking that
there's 
still issues there to be addressed.   The va****iser

for 
those wi****ng to get ****-faced as it va****ises without burning. (isn't 
technology wonderful)

I expect that most people will adjust the amount they smoke accordingly to

get the 'hit' they want. there will always (usually young tourists) be
those 
that will end up on the floor dribbling with the new laws just as they
were 
under the old ones!

I went over there for my birthday a couple of years back, bought and
smoked 
a pipe for a few days and didn't really miss the long spliffs with tobacco

at all. on the other hand I've really gone off the idea of putting smoke 
into my lungs so would rather not do it.
