I grew up in Ak when pot was legal.  High school kids were smoking it on
the
school grounds like you would cigarrettes, the principal wouldn't say "hey
you're smoking pot!"  It was more like "No smoking on school grounds!" 
The
overpass going to the school was enclosed and a favorite smoking place
because it was warm (enclosed) and not considered school grounds.  It was
a
solid wall of smoke at all times.  hehe  I'm sure non-smokers got high if
they dared pass through it.  Parents openly smoked pot in front of kids
and
their friends.   It was just treated as a "no big deal" thing.

I think that it was so blatently used that "some" people didn't like it
which caused it to be recriminalized.  I *think* overall they are trying
to
find a happy medium where it isn't criminalized, yet not *in the face* of
the people who don't approve.   They are now saying "In the privacy of
your
home",  where before the law said you could have up to an ounce in your
possession in a public setting, 4 ounces total in your home.
