Disability pension

I am looking into applying for a disability pension and there seems to be 
some confusion on a ****tion of my hearing tests.  I scored under 40 % for 
speech discrimination in my better ear, which qualifies one for a full 
disability.
Are amplified headphones without your hearing aids considered valid for
this 
purpose?
The person doing the test wrote a note saying speech comprehension 76% 
"aided".  I was not wearing my aids during the whole test but at one point

she allowed me to read her lips.  I believe this was "aided" part she was 
referring to.  Is this test valid?
