Building up tolerance to narcotic pain medication such as the ones you
mentioned  is very common.  In addition, regular use of narcotic pain
killers for migraine treatment can cause what is called "rebound"
migraine and for this reason it is not recommended for treatment of
migraines.  If you are needing to take these every two weeks I highly
recommend that you talk to your doctor about getting specific migraine
medication such as triptans which are non-narcotic and for most
migraine sufferers will actually work much quicker and more
effectively than narcotics.  Also triptan are not addictive like
narcotics are.  However, I also find that if I use the triptans too
much they start to not work very well either so I try to keep them to
a minimum.  I think the usual advise if you are having more than one
migraine a month is to instead take a preventative medication of which
there are quite a few.

Some GPs may not know very much about migraine so its a matter of
finding one that does.
